Personality: enormously gregarious and charismatic, Toby is loved by everyone apart from his teachers and the more intelligent contingent of the pupils at the Institute.  He's always got a clever comment or wise crack, which are either stupidly dumb or incredibly funny, depending on your point of view.  However, it's all bluff, as deep down Toby is really very dumb, and struggles to read.

Popularity: Enormously popular amongst the more easily swayed of the student body.  Hated and barely tolerated by the rest.

Background:  Son of a very successful builder, Toby inherited his dad's entrepreneurship and started to steal and sell on items taken from his fellow pupils.  He was sent to the Harvey Institute after he started to diversify and offer cigarettes, alcohol and soft drugs to other students at his previous school, at massively inflated prices.
